Thus, man is the only animal who can consciously, or purposely make moral choices: to think or not to think, to produce or usurp, to benefit or hurt oneself or others. The meaning of moral is simple and direct (e.g., the productive actions of honest people). Whatever is consciously done to harm or prevent filing human biological needs is bad and immoral conduct. Honestly using one’s reasoning is always beneficial and moral; dishonestly using one’s reasoning nature is always harmful and immoral. It does not only separate teenagers from their peers, but it plays a major role in their education and their future. According to SC Campaign to Prevent Teen Pregnancy, â€Å"In South Carolina: 15 teens (age 15-19) give birth every day, 5,532 teens (age 15-19) gave birth in 2012, 26% of SC teens were already teen parents, 73% of all teen births occurred among 18-19 year olds in 2012, 17% of teen pregnancies reported in 2012 ended in abortion, and 57% of high school students report they have had sex(Duffey). To combat this situation, we must examine ourselves and our integrity. As a generation, we must encourage each other to wait until marriage, stability, or to wait when our independence has been declared. Recent literature in this area demonstrated that geriatric population is experiencing significant health issues (Henderson et al., 2016). Leadership is the important component of health care services. However, this aspect is being neglected in the residential aged care sector (RAC) (Hungerford et al., 2016). It was evident from the research study of Jeon et al., (2013) that Australian nurse leader and managers are not delivering high quality care to the geriatric population. Unlike acute hospital care, in residential care patient prefer more consumer directed services (Hunter et al., 2007). There is a knowledge gap amongst the nurses regarding the concept of leadership and management (Holm Severinsson, 2014). Lea et al., (2016) demonstrated a negative attitude among RAC nurses due to organizational barriers. There is an increase in the use of aged care services since a decade in Australia. Therefore, there is a ne ed for the development of the useful framework for leadership and management for delivering high quality care in nursing elderly population. The research objective is to identify the barriers to delivery of effective aged care by nurses leaders and managers and to understand the benefits of the existing models of care in this area. Therefore, the author of this study finds significant to review aged care literature (2006-2016) related to nursing leadership and management framework in Australia and evaluate trends in the literature during this period. Method The articles related to this problem area were searched in Cochrane Library, Pubmed, and CDU Library. The search terms used for literature search includes aged care, residential and community care for elderly populations, policies for geriatric nurses, leadership of aged care nurses, leadership, and management framework in Australia for aged care. The inclusion criteria for these articles include those published in the period of ten years. Articles published in the language other than English and those related to leadership management of chronic diseases has been excluded. The review has mainly focused on the epidemiologic literature, and studies were mostly conducted on the human population. These are mostly observational and experimental studies. No studies are based on the laboratory or animal based research. The articles that were mainly conference proceedings, dissertations, abstracts, and practice guidelines were excluded from the systematic review. This systematic review is re levant as it helps to explore previous studies eliminating the need of the conducting primary research. For data extraction, the chosen articles are critically reviewed. PRISMA Statement (Source: Moher et al., 2015) Results and Discussion Out of the total 100 articles selected four has been chosen for the systematic review. The literature research led to an identification of 3 qualitative studies, Delphi study, and one quantitative study. The studies have been relevant in meeting the research objectives. However, the studies were mainly from Australia, one study of Norway and one of Canada. Discussion In Australia, Advance Practice Model of Care is an integrative model that has been recognized to be effective in generating positive outcomes in RAC services and is recommended to be implemented in Australia (Venturato Drew, 2010). According to Meissner Radford, (2015) there is the discrepancy between the perception of the importance of the managerial skills among the mid-level managers of RACs and their performance. Based on the cross-sectional study design with 199 middle managers it was evident that there was the lack of communication skills and self-awareness. The results implied that the managers perceived the need of developing soft skills-focused training to enhance leadership and management in RAC services. The research findings from the qualitative study of Dwyer, (2011) revealed that the RAC nurses with the high level of motivation had obtained best outcomes while nursing elderly. Also, lack of professional support in the organization, clinical leadership education in med ical colleges was primary barriers to the development of the effective framework for leadership and management. It has been found that the Aged care Clinical Leadership Qualities Framework or ACLQF established in Australia has been validated (Stanley, Latimer Atkinson, 2014). This program has been recognized to be useful in addressing leadership requirements by Jeon et al., (2015). These findings have been the significant contribution to the literature as well as for policy makers and stakeholders in developing the similar relevant framework in Australia. There is a need for policies and regulations as well as education and training programs (Holm Severinsson, 2014). It was found that a positive staff experiences of the leadership leads to enhanced job satisfaction and workforce retention (Griffiths et al., 2014). There is a lack of effective partnership approach including the collaboration with policymakers, care providers, different educational organizations and the accreditatio n body (Hungerford et al., 2016). A descriptive study by MacPhee et al., (2012) demonstrated that theoretical empowerment framework has led to enhancement of leadership style among the nurses and managers. It increased their self-efficacy and confidence. Hkanson et al., (2014) has opined that the basic model underpinning the practice of aged care is the "person-centered care." The significant factor impeding the development of effective leadership framework is the lack of clinical leadership education as well as congruent guidelines in the organization. The other critical factor is that the leadership is not reflected by managers in their role. The Advanced Practice Model of Care and the theoretical empowerment framework is appearing to be relevant for nurses as they are central to "communication, delegation, and decision-making." These models can be used as the template for developing effective strategies or framework for improved leadership and management. A training framework that is RAC specific, cost effective, compatible to organizational uniqueness, accessible, and based on the leadership time constraints is essential (Broad et al., 2011). The frameworks reviewed in the literature as well as the models of the care act as a strong evidence base for the in-depth understanding of the nursing leaders and managers, and other stakeholders. It allows opera tionalising the concept of clinical leadership in aged care. It has provided an illustration of new research into the role of registered nurses. Conclusion There is an expansion of the literature in this field. The number of publications reporting the leadership and management issues in Australian aged care has expanded. Based on the literature review it can be concluded that a paucity of work has been done in Australia to address this problem area. Further investigation is required in this field with more longitudinal and intervention studies to provide a stronger base for the practice and policy. Further research is needed in the area of implementation of rigorous training programs and integration of multidisciplinary knowledge as well as studies from the overseas to address the burden of ineffective leadership and management of residential aged care services. Narrator Influence "The role of the narrator influences the type of relationship we have not only with him or her but also with the story" (Landy 75). This quote was taken from our Literary Studies book in which we have read several stories concerning different styles of narration. Narration is one of the most important components of a story. The characters, plot, setting, and theme are also significant, however the narrator sets the mood and also the pace of the story. Two good examples of narration is the short tale The Zebra Storyteller by Spencer Holst and The Yellow Wallpaper by Charlotte Perkins Gilman. These are stories in which the narrators retain certain styles of narration. An outside book that we have not read is the fairy tale Cinderella. In these three works, the narrators have specific functions or duties to carry throughout the story. In The Zebra Storyteller the narrator is a Siamese cat but the narrator is also an outsider. During the story the cat tells a story to his friends about how skillful and 'powerful' he is at killing zebras. Towards the end of the story the cat is handed his fate; he is kicked and killed by a zebra, who sensed feared when approached. At the end of the story Holst concludes with the statement, "That is the function of the storyteller." This statement pertains to the idea of the function the storyteller has or how they create the atmosphere and set the grounds in which the story is based on. There are many functions of the storyteller. They can teach a lesson, control the story, entertain, and stretch one's own imagination. In this story it is a great example how the story can take a sudden unexpected turn and shock the reader. The narrator can take twists and turns and can make expected or even unexpected outcomes in the story. A good example in the story would be where the narrator states, "The zebra storyteller wasn't fit to be tied at hearing a cat speaking his language, because he'd been thinking about that very thing" (Holst 1971). At this point the narrator changes the reader's perspective and sheds light on an upcoming event in the story. Which turned out to be a big event where the Siamese cat got killed. Of course this story is fictional but it is an excellent story to portray how a narrator can expand the reader's imagination. The Yellow Wallpaper is a story in that one of the different styles of narration is prevalent. Some types of unique styles of narration writing are story telling, diary style, or telling a story about a day's experience. The Yellow Wallpaper is in diary format which means the narrators internal thoughts are exposed in the story as well as their outside thoughts, meaning how they deal with the other characters in the story. This story is about a woman who is in a mental hospital where she is kept in a room that has very old yellow wallpaper on the walls. In this story the main character or the narrator is secluded in this room by herself and is limited to basically doing nothing. As the story continues the narrator is drawn toward the hideous wallpaper and finds herself in the wallpaper. In her diary writings she reports, "There are things in that paper that nobody knows but me, or ever will. Behind that outside pattern the dim shapes get clearer everyday" (Gilman 83). In her reports she creates a mysterious, scary mood about the woman she sees in that paper. When the narrator reveals 'her diary' it allows reading into their thoughts on how they take in the actions in the story. She lets them into how she feels about her husband and also she is not allowed to write because he says it is going to delay her getting better, which she disagrees with. She says, "Personally, I believe that congenial work, with excitement and change, would do me good" (Gilman 78). The narrator's function in this story is to set not only the mood but also the setting. In the beginning she describes her settings very clearly giving details of her room and the outside gardens. As the story continues she becomes more abstract due to her deteriorating awareness of reality. At the end her husband collapses due to the sight of his wife 'creeping through the wallpaper.' She makes her reader's imagination wonder what really happens at the end. After he faints she says, "Now why

I had been absent from class when the groups were allocated and the two members present were given the task of choosing each of our roles. One of the areas that suffer underrepresentation of the diverse, underrepresented individuals and minority group in colleges is the laws schools and subsequently in the legal profession. The questioned posed is â€Å"Is affirmative action the best solution to alleviating this crisis or is it the major cause together with other practices that have contributed to these underrepresentation?                     First of all is the admission procedure. Admission selection considers those with a bachelor’s degree for an accredited university or college. Few underrepresented minority students are able to attend college and obtain the relevant qualifications. Moreover, there are disparities in number of applicants and the number who get enrolled. For example in 2000, 74500 individuals submitted their application to ABA- approved school and an estimate of 67% of the total were admitted (ABA/ LSAC Pre-Conference Report, 2005, p, 4). If students have to be enrolled for higher education, it should be based on merit and not race. This will create an equal working environment of mutual relationship.                  Furthermore, Eastland equates ‘Affirmative action’ to ‘lower standards’. The rationale of having a policy that sets asides positions after a normal criterion creates a barrier between quality and less quality. By having this policy, institutions are accepting that results posted from minority groups are of lesser quality and lesser magnitude to that from the majority. Policy makers argue that the minority are affected by certain factors that make them not to equal results of the majority. It then beats logic that it would be easier resolving factors that make minority perform lesser than providing a criterion that guarantee certain results.                  Terry Eastland comments and views in regard to affirmative action tend to disapprove use of affirmative action against underrepresentation based on color. Prisoners began arriving at the prison in late February of 1864 and by early June the prison population had climbed to 20,000. Consequently, it was decided that a larger prison was necessary, and by mid-June work was begun to enlarge the prison. The prison's walls were extended 610 feet to the north, encompassing an area of roughly 10 acres, bringing the total prison area to 26.5 acres. The extension was built by a crew of Union prisoners consisting of 100 whites and 30 African Americans in about 14 days. On July 1, the northern extension was opened to the prisoners who subsequently tore down the original north stockade wall, then used the timbers for fuel and building materials. By August, over 33,000 Union prisoners were held in the 26.5 acre prison. Due to the threat of Union raids (Sherman's troops were marching on Atlanta), General Winder ordered the building of defensive earthworks and a middle and outer stockade around the prison. Construction of the earthworks began July 20th. These earthworks consisted of Star Fort located southwest of the prison, a redoubt located northwest of the north gate, and six redans. The middle and outer stockades were hastily constructed of unhewn pine logs set vertically in wall trenches that were about four feet deep. The middle stockade posts projected roughly 12 feet above the ground surface and encircled the inner prison stockade as well as the corner redans. The outer stockade, which was never completed, was meant to encompass the entire complex of earthworks and stockades. The posts of the outer stockade extended about five feet above the ground surface. By early September, Sherman's troops had occupied Atlanta and the threat of Union raids on Andersonville prompted the transfer of most of the Union prisoners to other camps in Georgia and South Carolina. By mid-November, all but about 1500 prisoners had been shipped out of Andersonville, and only a few guards remained to police them. Transfers to Andersonville in late December increased the numbers of prisoners once again, but even then the prison population totaled only about 5000 persons. The number of prisoners at the prison would remain this low until the war ended in April of 1865. People have found it to be easier to lie and get away with it to make them look better instead of just being honest. In the mind that creates a satisfaction because they are looked up upon for the things that they are lying about. This also creates a trust issue between all people. Making bosses feel like they have the need to look their employees up on facebook and such. Parents, coaches, and the media have a huge impact on the younger generation when it comes to stuff like this. The parents now-a-days influence their children to win, win, win. You hardly ever hear anything about sportsmanship from parents, the media or coaches. The coaches are usually thinking more about how to win the game instead of giving all of the team members a chance to play equally. The media are the ones that encourage all of those supplements to lose weight and gain muscle. All of these examples have become worse as time has gone by. People become less caring, honest, and trust-worthy. We need our people to get off of their high horses and be themselves, and just accept themselves for who they are. One painter, who worked with the company the longest, was appointed by other painters to address their concerns with the supervisor. Changing the work design of the painters work station, management used a positive reinforcement theory to make the painters part of the solution. Management installed fans, installing a timer on the hook device: fast, medium and slow, letting the workers choose the time of day to change the speed. Managers keep the incentives going with the learning bonus and the per piece reward. Also, update meetings were being held to keep everyone on the same page. Production was 50% higher. Other employees felt the inequity in the company, they were skilled labors and not making as much money as the painters, with this management stopped all incentives for the painters; everything went back to the original work environment, because management felt the negative reinforcement towards the skilled labors. The contingencies enumerated, upon the happening of either of which the power may be exercised, are vagrancy, destitution of proper parental care, mendicancy, ignorance, idleness or vice. Upon proof of any one, the child is deprived of home, and parents, and friends, and confined for more than half of an ordinary life. It is claimed, that the law is administered for the moral welfare and intellectual improvement of the minor, and the good of society. From the record before us, we know nothing of the management. We are only informed that a father desires the custody of his child; and that he is restrained of his liberty. Therefore, we can only look at the language of the law, and the power granted. What is proper parental care? The best and kindest parents would differ, in the attempt to solve the question. No two scarcely agree; and when we consider the watchful supervision, which is so unremitting over the domestic affairs of others, the conclusion is forced upon us, that there is not a child in the land who could not be proved, by two or more witnesses, to be in this sad condition. Ignorance, idleness, vice, are relative terms. Ignorance is always preferable to error, but, at most, is only venial. It may be general or it may be limited. Though it is sometimes said, that idleness is the parent of vice, yet the former may exist without the latter. It is strictly an abstinence from labor or employment. If the child perform all its duties to parents and to society, the State has no right to compel it to labor. Vice is a very comprehensive term. Acts, wholly innocent in the estimation of many good men, would, according to the code of ethics of others, show fearful depravity. What is the standard to be? What extent of enlightenment, what amount of industry, what degree of virtue, will save from the threatened imprisonment? In our solicitude to form youth for the duties of civil life, we should not forget the rights which inhere both in parents and children. The principle of the absorption of the child in, and its complete subjection to the despotism of, the State, is wholly inadmissible in the modern civilized world. The parent has the right to the care, custody and assistance of his child. The duty to maintain and protect it, is a principle of natural law. He may even justify an assault and battery, in the defense of his children, and  uphold them in their law suits. Thus the law recognizes the power of parental affection, and excuses acts which, in the absence of such a relation, would be punished. Another branch of parental duty, strongly inculcated by writers on natural law, is the education of children. To aid in the performance of these duties, and enforce obedience, parents have authority over them. The municipal law should not disturb this relation, except for the strongest reasons. The case with which it may be disrupted under the laws in question; the slight evidence required, and the informal mode of procedure, make them conflict with the natural right of the parent. Before any abridgment of the right, gross misconduct or almost total unfitness on the part of the parent, should be clearly proved. This power is an emanation from God, and every attempt to infringe upon it, except from dire necessity, should be resisted in all well governed States. In this country, the hope of the child, in respect to its education and future advancement, is mainly dependent upon the father; for this he struggles and toils through life; the desire of its accomplishment operating as one of the most powerful incentives to industry and thrift. The violent abruption of this relation would not only tend to wither these motives to action, but necessarily, in time, alienate the fathers natural affections. But even the power of the parent must be exercised with moderation. He may use correction and restraint, but in a reasonable manner. He has the right to enforce only such discipline, as may be necessary to the discharge of his sacred trust; only moderate correction and temporary confinement. We are not governed by the twelve tables, which formed the Roman law. The fourth table gave fathers the power of life and death, and of sale, over their children. In this age and country, such provisions would be atrocious. If improperly or illegally restrained, it is our duty, ex debito justitiae, to liberate. The welfare and rights of the child are also to be considered. The disability of minors does not make slaves or criminals of them. They are entitled to legal rights, and are under legal liabilities. An implied contract for necessaries is binding on them. The only act which they are under a legal incapacity to perform, is the appointment of an attorney. All their other acts are merely voidable or confirmable. They are liable for torts, and punishable for crime. Lord Kenyon said, If an infant commit an assault, or utter slander, God forbid that he should not be answerable for it, in a court of justice. Every child over ten years of age may be found guilty of crime. For robbery, burglary or arson, any minor may be sent to the penitentiary. Minors are  bound to pay taxes for the support of the government, and constitute a part of the militia, and are compelled to endure the hardship and privation of a soldiers life, in defense of the constitution and the laws; and yet it is assumed, that to them, liberty is a mere chimera. It is something of which they may have dreamed, but have never enjoyed the fruition. Can we hold children responsible for crime; liable for their torts; impose onerous burdens upon them, and yet deprive them of the enjoyment of liberty, without charge or conviction of crime? The bill of rights declares, that all men are, by nature, free and independent, and have certain inherent and inalienable rightsamong these are life, liberty, and the pursuit of happiness. This language is not restrictive; it is broad and comprehensive, and declares a grand truth, that all men, all people, everywhere, have the inherent and inalienable right to liberty. Shall we say to the children of the State, you shall not enjoy this righta right independent of all human laws and regulations? It is declared in the constitution; is higher than constitution and law, and should be held forever sacred. Even criminals can not be convicted and imprisoned without due process of lawwithout a regular trial, according to the course of the common law. Why should minors be imprisoned for misfortune? Destitution of proper parental care, ignorance, idleness and vice, are misfortunes, not crimes. In all criminal prosecutions against minors, for grave and heinous offenses, they have the right to demand the nature and cause of the accusation, and a speedy public trial by an impartial jury. All this must precede the final commitment to prison. Why should children, only guilty of misfortune, be deprived of liberty without due process of law? It can not be said, that in this case, there is no imprisonment. This boy is deprived of a fathers care; bereft of home influences; has no freedom of action; is committed for an uncertain time; is branded as a prisoner; made subject to the will of others, and thus feels that he is a slave. Nothing could more contribute to paralyze the youthful energies, crush all noble aspirations, and unfit him for the duties of manhood. Other means of a milder character; other influences of a more kindly nature; other laws less  in restraint of liberty, would better accomplish the reformation of the depraved, and infringe less upon inalienable rights. It is a grave responsibility to pronounce upon the acts of the legislative department. It is, however, the solemn duty of the courts to adjudge the law, and guard, when assailed, the liberty of the citizen. The constitution is the highest law; it commands and protects all. Its declaration of rights is an express limitation of legislative power, and as the laws under which the detention is had, are in conflict with its provisions, we must so declare. Abstract Comprehensive Annual Financial Report (CAFR) is a report used by cities, and local governments to provide the public with their financial records each year, while adhering to government accounting standards board (GASB) guidelines. The report presents a comprehensive picture of the reporting entity’s financial condition, it provides how funds are spent and allocated throughout the year. Introduction I will be covering the Carlsbad CAFR for year ended 2011. The Beautiful city of Carlsbad is located along the coast of southern California. Carlsbad is known for its beautiful beaches, and lagoons which cover 1,000 Acres of nature preserves and hiking trails. Its history dates back to 1700, before becoming part of the United States, it was a territory of Spain and then Mexico, the shoreline of Carlsbad’s coastal lagoon was home to the indigenous Luiseno and Diegueà ±os Indians for centuries before the arrival of  the Spaniards (City of Carlsbad, n.d.). The current population of the city is approximately 107,000 residents; total area is 42 Sq. Miles (City of Carlsbad, n.d). The cities top business consists of hospitality, life science, sporting goods and recreation, and telecommunications. The city provides a wide range of services to residents such as; police, fire, infrastructure, and general administration, the CAFR provides detailed information about how these services are funded, and the type of the governmental funds allocated for these services. The city exhibits accountability and honesty by sharing the CAFR with its residents, in turn this builds trust in the residents toward their city, trust in that their hard earn money is being used in the appropriate services, and these funds are put back in to the maintenance and development of their communities. I will be presenting an analysis of Carlsbad’s comprehensive annual financial report for year ended 2011. The report consists of three sections that are introductory, financial, and statistical. Introductory Analysis The introductory for the city Carlsbad’s CAFR begins with a five-year vision statement, it is general vision statement, I find this very encouraging, and reassuring to present it before going into depth with the report. It includes the city’s economic goal, programs, policies, and decisions to be implemented by the city’s officials; it also lists the type of leadership, the open government policy, and they type of environmental services and how they are managed. Then one can find the Letter of Transmittal presented by the city’s finance department, addressed to the mayor, city council and citizens of Carlsbad. The letter is to explain why the CAFR is prepared, what is included in the CAFR, the guidelines followed such as Generally Accepted Accounting Principles (GAAP) and that GASB requirements were preserved in the report; the finance department received an auditing from the independent auditing firm Mayer Hoffman McCann, they also included where the resu lts of the auditing can be located which I will cover in the financial analysis later on. In addition the letter offers an audited governments internal control and compliance with legal requirements were in place. The letter also includes a profile of the city, stating the population, geographical location of the city, a section about the city of  Carlsbad community vision, budget process that explains priority projects for the city, and budgetary controls. Followed by factors affecting financial condition, in this section there are Economic profile, long term financial planning, and cash management. Economic profile covers economic strengths and weakness of the city, the city shows improvement in most of its General fund revenues, and is expecting to increase by $ 2.3 Million or 2.1 percent in fiscal year 2011-12, also weakness in residential housing market affected by property tax and 0.2 percent decrease is anticipated in coming year (City of Carlsbad, n.d.) One of the leading factors to the economic crisis in the United States was the housing market, this had affected Carlsbad negatively, house prices fell like many cities in the country, 8 percent in Carlsbad compare to last year, and the following is a chart showing the trend in housing prices in the city (City of Carlsbad, n.d.) Long term financial planning is states that it is the City’s Council’s goal to ensure that they city remains in good financial health, and the city has taken a number of steps to attain this goal, setting forth Growth Management Plan, the plan was adopted by the citizens, the plan ensures that all the necessary public facilities are either constructed along with development or that a financing plan is in place to pay for the facilities prior to the development of the property ,to ensure this plan is effective, an Infrastructure Replacement Fund was created, this fund sets aside money on a yearly basis for major maintenance and replacement of its infrastructure(City of Carlsbad, n.d.). A webpage called Carlsbadistan which is dedicated to new, events, and all things Carlsbad, stated that city of Carlsbad had been awarded for the 11th time the GFOA during 2009, with this CAFR dating June, 30 2011, this award would be the 12th award received by the city. The Introductory section concludes with a list of the city’s elected officials, leadership team, chairpersons, commissions and boards, and finally an organization chart of electorate. I found the introductory section and the information presented to be very well put, educational, easy to read and follow, the statistical numbers presented in the economic section, the cash management and investments were informative. This city has earned the 12th GFOA awards received, because they simplified yet very complex information that is presented year after year in the CAFR. Financial Analysis The financial section of the CAFR for the city of Carlsbad lists and analyzes the components of financial information for the city, which helps the reader understand the financial condition of the city for the year ended and the projected budgetary for the following year. This section includes Independent Auditors’ report, Management’s Discussion and Analysis (MD&A), and financial analysis of the city’s funds. The Independent Auditors’ report main purpose is to examine the financial information presented in the city’s financial statements, the independent auditors concluded the city’s governmental activities, business-type activities, and each major fund was represented in a fair matter, also in compliance with generally accepted accounting principles as of June 30, 2011. MD&A part includes an overview of financial statements, with a chart of the statements, it is informative about the type of financial statements such as Government-Wide fina ncial statements (â€Å"which are intended to provide  aggregated overview of a government’s net assets and changes in net assets†) (Wilson, E.R., Reck, J.L., & Kattelus), and fund financial statements, I thought it breaks down and simplifies the purpose of these statements in financial reporting. The chart for sources of revenue can be found in this section, the following are the sources of revenue for fiscal year 2010-2011 amounted to $217.2 Million, the breakdown was as followed: Contributions from property owners 11%, property taxes 26%, income from property & investments 5%, other taxes 4%, sales taxes 4% federal aid 4%, and finally the biggest contributor to revenue was charges for services 31%(City of Carlsbad, n.d.) The following is an overview of the Governmental and Business- type activities on page 25. Governmental activities had an increase in net assets of $21.8 Million, the increase was generated by total revenues of governmental activities of $ 152.2 Million ( $42.7 million in program revenues and $109.5 million in general revenues) offset by $130.3 million in total costs of governmental activities and $ 135,000 transfer to the solid waste fun ( City of Carlsbad, n.d.) And for those who are visual learner like me, here is the visual aid to show the breakdown of the Governmental activities program revenues and expenses (City of Carlsbad, n.d.) Business-type Activities components are water, golf course, wastewater, and solid waste, for these program revenues totaled $56.5 million for the year, and functional expenses $60.8 million(City of Carlsbad, n.d.). Financial Analysis of the city’s funds provides information regarding Governmental funds and Proprietary funds. Governmental funds are near-term, inflows, outflows and balances of spendable resources that are essential for assessing the city’s financing requirements. Under the Governmental funds one can find the General fund statement of revenue, expenditures, and changes in fund balance, the city’s revenue and expenditure for 2011 were as followed; Revenues saw an increase of 2.6% from previous year, total $111.6 Million, largest element of the revenue was taxes at $95.5 Million. Whereas  Expenditures largest element was public safety $44.2 Million, total expenses were 102.1 an there was an increase 1.0%. Ending fund balance in the statement was $13 0.4Million (City of Carlsbad, n.d.). As for the purpose Proprietary Funds in addition to operating revenues and expenses, is to provide short and long term financial information about the city’s Business-type activities, the operating revenues were $35.1 Million which exceeded operating expenses that were $747,000, this increase was due to the increase in water sales revenue to rates (City of Carlsbad, n.d.). This increase has a bitter sweet side to it, in one hand in revenue is a sign that the city is doing great under light of this depressive economy, on the other hand citizens of this could use a break from these increasing rates. Before moving on to the statements the city listed the contact information for the city’s financial management for questions about CAFR. Notes to financial Statements begin on page 59 of the report, it includes when the city was incorporated, a description and scopes of the reporting entity which have several components, I consider it a great way of presenting a conclusion for the report, it presents some of the information presents earlier in the report, such as Governmental wide and fund financial statements, the notes states why they reported and how they were reported. Also lists the type of the governmental funds included in the report such as general funds, and redevelopment debt service funds, as a reader I appreciated how each of these funds were defined and actually listed. In addition a list of the enterprise fund were introduced in this section, describing what they are for example Carlsbad municipal water district, golf course, waste water, and so on, and where are those funds allocated. Financial Standing Overview of the city’s financing over the past 10 fiscal years shows that the city has been doing great, and is experiencing a growth considering the tough economic situation the country has been facing, looking at the total net assets supports that growth. In 2002, city of Carlsbad had $740,000 in total net assets, while in 2011 the total net assets were $17Million (Carlsbad CAFR 2011, 120) I think one of the main reasons the economy in this city is holding up relatively well, is due to the housing market, the city location is the main factor why a lot of home buyers gravitate towards  it. Conclusion The CAFR for the city of Carlsbad was exceptionally interesting, informative, and easy to read and follow. Now wonder this city has earned the GFOA for consecutive 12 years. The introductory, financial and statistical sections had graphs and charts to explain and show how funds for this city was spent, which more so help the visual learners in the public to grasp the complicated accounting components of the report.
